Five POST endpoints. A caselaw ld_live_ key does not open them. The surface returns not found for non-admin callers until launch.

MCP is at /mcp/immigration. Tools call those same paths. Instructions require a check of every I&N Dec. cite and state that AAO non-precedent decisions are not binding (8 C.F.R. § 103.3(c)).
