The Supreme Court of Georgia dismissed a prisoner's direct appeal from the trial court's denial of filing of his mandamus petition because the 1996 Prison Litigation Reform Act requires appeals of all actions filed by prisoners to proceed through the discretionary application procedure of OCGA § 5-6-35.
