Supreme Court of the United States
Holt Civic Club v. City of Tuscaloosa
November 28, 1978439 U.S. 60
Summary
The Court affirmed dismissal of Holt residents' constitutional challenge to Alabama's police-jurisdiction statutes. It held that the three-judge district court was properly convened because the challenged statute established a statewide system, but that residents living outside Tuscaloosa's corporate limits had no constitutional right to vote in Tuscaloosa elections and that the statutes were rationally related to legitimate governmental purposes. The Court also rejected the due process claim because it depended on the same erroneous asserted right to vote. Justice Brennan, dissenting, would have held that the denial of the municipal franchise violated equal protection, while Justice Stevens, concurring, emphasized that the decision was limited to the statutory scheme and facts presented.
Holding
- Three-judge district court jurisdiction. The three-judge district court was properly convened because the challenged statute created a statewide system authorizing Alabama municipalities to exercise police and sanitary powers beyond their corporate limits.
- Requested remedy. The complaint could not be rejected merely because it sought invalidation of the authorizing statutes rather than extension of the franchise; however, dismissal was proper because the constitutional claims lacked substantive merit.
- Equal protection and the municipal franchise. The Equal Protection Clause did not require Tuscaloosa to extend its municipal voting franchise to residents of the surrounding police jurisdiction who lived outside the city's corporate limits.
- Equal protection rational-basis challenge to extraterritorial municipal powers. The Alabama statutes were rationally related to legitimate state purposes and therefore did not violate equal protection.
- Due process challenge. The statutes did not violate due process because appellants' claim depended on an asserted right to vote in Tuscaloosa elections that the Court rejected.
