D.C. Cir.Ross J. Laningham, Appellant v. United States Navy

March 17, 1987813 F.2d 1236

The court affirmed summary judgment for the Navy on Laningham’s Privacy Act damages claims. It held that the Navy could supplement its summary-judgment motion, Laningham had an adequate opportunity to oppose it, and his submissions did not allow a reasonable jury to find the required intentional or willful violation.
