In Re: the 30th County Investigating Grand Jury

Summary
The Supreme Court of Pennsylvania held that the 30th County grand jury report did not meet the statutory definition of an investigatory grand jury report and therefore the supervising judge erred in ordering its public release. The Court also held that due process under the Pennsylvania Constitution requires notice and an opportunity to be heard for all named, non‑indicted individuals criticized in such a report.
