Summary

The court held that plaintiffs' inverse condemnation claim was subject to Oregon's six-year limitations period for interference with or injury to an interest in real property. The claim accrued when the sewer authority installed the sewer lines, because a property owner may seek compensation when a physical occupation occurs and need not first demand and be denied compensation. Plaintiffs' 2017 complaint was therefore untimely, and the court affirmed the lower courts' judgments.
