Summary
The court affirmed termination of both parents' parental rights to the three children. It held that the mother's longstanding inability to provide appropriate care, together with her insufficiently established recent improvement, supported a likelihood of future neglect, and that the trial court acted within its discretion in determining termination served the twins' best interests. The court likewise rejected the father's challenge to the best-interests determination, concluding that the twins' age, adoption-consent issues, and lack of an immediate adoptive placement did not prevent termination.
