The court held that the Child Victims Act did not relax the substantive pleading requirements imposed by Court of Claims Act § 11 (b), because the Legislature did not clearly express an intent to alter those conditions on the State's waiver of sovereign immunity. Applying § 11 (b), the court concluded that Wright's claim lacked sufficient detail about the alleged abusers, Wright's contact with them, his presence at the facility, and the State's alleged responsibility to permit prompt investigation and assessment of liability. The court therefore reversed the Appellate Division and directed dismissal of the claim.
