Summary
The Court of Appeals held that the Child Victims Act did not modify the substantive pleading requirements imposed by section 11 (b) of the Court of Claims Act. Applying those requirements, it concluded that Wright's claim lacked sufficient detail about the alleged abusers, Wright's relationship to them, the circumstances bringing him to the State premises, and the State's alleged duty and negligence, so dismissal for lack of subject matter jurisdiction was required. The Court reversed the Appellate Division and granted the State's motion to dismiss.
