The court held that petitioners were not entitled to judgment on their promissory-estoppel claim because the City's annual benefit descriptions and related materials did not contain a clear and unambiguous promise of lifetime Medicare supplemental coverage. It also rejected the claims that the Administrative Code required the City to fund a Medicare supplemental plan and that the Moratorium Law was violated by transferring retirees to a Medicare Advantage plan. The court reversed the Appellate Division and remitted the matter for consideration of the remaining causes of action.
