Summary
The Court of Appeals held that the lower courts abused their discretion in allowing Luis Jaime and Adan Orozco to serve late notices of claim. Allegations that municipal employees participated in intentional torts, or that the municipality possessed related records, did not by themselves establish actual knowledge of the essential facts, and the petitioners failed to satisfy their evidentiary burdens. The Court reversed both orders and denied both petitions.
