Summary
The Court upheld the Mount Taylor cultural-property listing in substantial part, concluding that the Committee provided constitutionally sufficient notice, satisfied statutory requirements concerning inspection, maintenance, and integrity, and did not violate the Establishment Clause. It held that Cebolleta Land Grant common lands are not state land under the Cultural Properties Act and therefore could not be included in the listing. The Court reversed the district court in part, affirmed it in part, and remanded for a conforming judgment.
