The Nevada Supreme Court held that the requirement to attach written disciplinary notice to an administrative hearing request is a nonjurisdictional but mandatory claim-processing rule. Although the omission did not deprive the hearing officer of authority, the defective appeal could properly be dismissed because Kassebaum failed to comply and did not seek to cure the omission. The court therefore affirmed the denial of her petition for judicial review.
