Summary
The Court affirmed termination of the father's parental rights because substantial evidence supported two independent aggravated-circumstances grounds: chronic, severe neglect and prior involuntary termination of his parental rights to older children under circumstances relevant to his ability to parent the twins. The Court also held that the Department's failure to provide reunification services after filing its petition did not violate due process because the father had notice, meaningful opportunities to be heard, and failed to show that additional services would have changed the outcome.
