Summary

The Court held that the Department failed to prove by a preponderance of the evidence that J.D. had been abused or neglected or faced a substantial and imminent risk of harm. Evidence of the mother's mental-health symptoms, without a specific causal connection to physical or psychological harm to J.D., did not support YINC adjudication.
