Summary
The Court held that an appropriations-bill provision barring Medicaid payments to abortion facilities directly conflicted with statutes requiring payment to any authorized provider for covered physicians’ services and family planning. Because the provision improperly amended substantive law through an appropriations bill, it violated the Missouri Constitution’s single-subject requirement and was severable from the remainder of the bill. The Court vacated an alternative constitutional ruling and reversed the taxation of costs against the state.
