Summary

The Court held that the Hinds County County Court has subject matter jurisdiction over McClure's breach-of-employment-contract and constitutional claims because county courts share the circuit courts' jurisdiction over such civil actions and no adequate administrative remedy was available. The exhaustion doctrine therefore did not require McClure to pursue relief before the State Personnel Board or Employee Appeals Board. The Court declined to reach the medical-leave-transfer issue because it was not presented in the interlocutory-appeal petition or addressed below, and affirmed and remanded.
