The court held that, when school property is surrounded by a city-block system, the statutory phrase "one city block" refers to the entire area of every first-ring block, including a block located kitty-corner to the school. Because the State's map and testimony sufficiently established that the drug sale occurred on such a block, the evidence supported the school-zone element and the court affirmed. GILDEA, Chief Justice, concurring, agreed with the result but would have held that the statute was unambiguous rather than ambiguous as applied.
