Summary

The Court held that the Court of Claims Act's notice requirement applies to every claim against the state, including claims filed in circuit court under the employment-discrimination statutes, unless expressly exempted by the notice statute. Because Christie undisputedly failed to file the required claim or notice within one year after accrual, her claims were barred and summary disposition for Wayne State University was required. The Court reversed the Court of Appeals and remanded for entry of summary disposition in favor of the university.
