Summary

The Court held that defendant was seized when a marked police vehicle blocked his car and the only path out of a single-lane driveway. It further held that the impeding-traffic statute requires actual disruption of the normal flow of traffic and that the officer's contrary interpretation was not an objectively reasonable mistake of law. The Court reversed and remanded for determination of whether the exclusionary rule was the appropriate remedy.
