The Court vacated the decisions below and remanded for further administrative proceedings because the magistrate and commission made insufficient factual findings to permit meaningful judicial review of whether plaintiff's opioid-related disability was compensable. The commission had not adequately addressed whether plaintiff had a wage-earning-capacity limitation or whether that limitation resulted from the original workplace injury. The Court declined to make its own factual findings and directed the administrative process to develop a sufficient record.
