Summary

The Michigan Supreme Court held that Ingham, Jackson, and Calhoun Counties had no contractual right to receive surplus-equity distributions from a self-insurance pool after their county road commissions withdrew or were dissolved. The governing documents permitted the Pool to treat former members less favorably, and Jackson County's dissolution did not transfer Pool membership to the county. The Court also held that excluding the Counties did not violate Michigan public policy, reversed the Court of Appeals, and remanded for consideration of the Counties' unresolved claims.
