Summary
The Supreme Court of Maryland held that the reunification plan arising presumptively when a CINA child is removed from the home at disposition is not a permanency plan determined under the governing permanency-plan statute. Before determining or changing a permanency plan, the juvenile court must hold the required hearing, consider the statutory best-interest factors, and provide reasonable notice of the hearing's date, time, and purpose. The Court affirmed the intermediate appellate court's reversal and remanded for a properly noticed permanency-plan hearing.
