The Supreme Court of Maryland dismissed the tenants’ appeal as moot because both tenants had surrendered possession, the landlord had obtained the required license, and the landlord disclaimed any claim for rent attributable to the unlicensed period. The Court concluded that neither alleged collateral consequences nor the capable-of-repetition or public-interest exceptions justified reaching the underlying rent-escrow question.
