Summary

The Court independently reviewed the hearing judge’s factual findings and legal conclusions and upheld the determination that Proctor committed numerous violations involving neglect, dishonesty, inadequate communication, unreasonable fees, unauthorized practice, and obstruction of the disciplinary investigation. The Court rejected Proctor’s limitations, laches, service, discovery-sanctions, scheduling, and evidentiary exceptions. In light of intentional dishonesty, substantial client harm, repeated misconduct, and numerous aggravating factors without mitigation, the Court determined that disbarment was warranted.
