Summary
The Justices advised that a citizen-initiated measure is presented to the Legislature when the Secretary of State transmits it, even if it has not yet been prepared, printed, calendared, or brought to the full Legislature's attention. They further advised that the Legislature may carry the measure into a subsequent special session and enact it without change; if it does so, the identical measure must not proceed to referendum. The fifth question was not answered because it was contingent on a negative answer to the fourth question.
