Summary
The court held that the Iowa Municipal Tort Claims Act's two-year limitations period applies to all of the plaintiffs' claims, including the statutory claim under Iowa Code section 692.6 and the related common-law claims. Because each plaintiff suffered a legally compensable injury when confidential data was improperly accessed or disseminated, the claims accrued no later than May 3, 2019, and the 2023 action was untimely despite the plaintiffs' later discovery of the misconduct and emotional harm.
