Summary
The court affirmed summary judgment in part, holding that attorney-client communications remain protected from disclosure under the Open Records Act and that the Act authorizes reasonable search and retrieval fees. It reversed in part because applications submitted by current city employees were not protected by the statutory exemption for communications from persons outside government, and because the record presented a fact question concerning delay in producing billing records.
