Summary

The court held that the Municipal Code provision defining a system of administrative adjudication does not constitutionally preempt a home-rule municipality's authority to adjudicate ordinance violations; instead, it governs whether the municipality receives expedited judgment-enforcement benefits. The court nevertheless upheld reversal of the administrative decisions because Joliet's own ordinance required reportable offenses to be adjudicated in circuit court, and the plaintiffs' commercial-driver violations were reportable. The appellate judgment was therefore affirmed in part and vacated in part, while the circuit court judgment and administrative decisions were reversed.
