The court held that the Municipal Code provision defining a system of administrative adjudication does not constitutionally preempt a home-rule municipality's authority to adjudicate ordinance violations. That provision instead determines whether the municipality receives streamlined enforcement mechanisms, while the City's own ordinance determines the hearing officer's jurisdiction. Because the violations were reportable offenses committed by commercial drivers, the Joliet ordinance required adjudication in circuit court, so the administrative decisions were reversed on that alternative ground.
