Summary

The court held that the certificate-of-innocence statute does not categorically bar relief to a petitioner who pleaded guilty. It further held that Washington did not voluntarily cause or bring about his conviction because his confession and plea resulted from unrebutted police coercion, and therefore he satisfied the statutory requirements for a certificate of innocence. The court reversed the lower courts and remanded with directions to grant the certificate.
