Summary

The court held that neither Moore nor Williams established cause to file a successive postconviction petition challenging discretionary life-without-parole sentences imposed for murders committed at age 19. The court concluded that the constitutional rule concerning juvenile life-without-parole sentences did not change the law applicable to young adults or provide cause for their Eighth Amendment or proportionate-penalties claims, and therefore did not reach prejudice. The court affirmed the judgment against Moore and reversed the appellate judgment favoring Williams, reinstating the circuit court judgments in both cases.
