Summary

The Illinois Supreme Court held that police lacked reasonable suspicion to stop defendant based on his running in the rain while holding the front of his pocket and attempting to enter an apartment building. The ensuing frisk and search were also unlawful because the officer lacked a reasonable basis to believe defendant was armed and dangerous, and the seized evidence was not attenuated from the illegality. The court therefore reversed defendant's convictions outright.
