The Illinois Supreme Court held that the plaintiff associations had associational standing to challenge Cook County's alleged diversion of transportation-related revenues because the alleged reduction in transportation projects constituted a distinct and palpable economic injury that was fairly traceable to the County and substantially likely to be redressed.
