Summary

The Court held that the Georgia Constitution does not give it original jurisdiction to issue a writ of mandamus unrelated to an appeal or impending appeal. Because Arnold did not show that the civil action he sought to file would fall within the Supreme Court's appellate jurisdiction, the Court transferred his original petition to the Court of Appeals. The Court left that court to decide whether mandamus is appropriate to require acceptance by mail of Arnold's indigence affidavit and complaint.
