It held that mandamus could not undo completed actions, that the County was not barred from seeking declaratory relief because it was not a party to the probate proceedings, and that the Georgia Constitution permits county electors to seek a referendum on ordinances, resolutions, or regulations adopted under the county home-rule provision. Because the probate judge therefore acted within his subject-matter jurisdiction, prohibition was also unavailable.
