Summary
The court held that the constitutional waiver of sovereign immunity applies only to an entire lawsuit brought exclusively against the State or an expressly authorized local government, not merely to individual claims. Because the plaintiffs sued the State and also named a district attorney in her individual capacity, the entire lawsuit was subject to dismissal, requiring reversal of the motion-to-dismiss ruling and vacatur of the interlocutory injunction. The court therefore remanded with direction to dismiss the case.
