Summary

The court held that the Open Meetings Act provision requiring that a covered vote be taken in public does not itself require a vote on every covered employment decision. Because the lower courts had not determined whether the city charter required a vote for the interim city manager's appointment, the court reversed in part and remanded for that issue to be addressed. The court also applied de novo review because the statutory interpretation issue was purely legal.
