Summary
The court held that the Legislature's repeal of the statute labeling Hillsborough County taxicab certificates and permits as private property did not effect a taking under the Florida Constitution. Although the certificates and permits conveyed certain property rights, the statutory scheme did not make those rights irrevocable for a specified period, and the Legislature retained authority to revoke or decline to renew them. The court therefore approved the decision under review to the extent consistent with its opinion.
