Supreme Court of Florida
Black Voters Matter Capacity Building Institute, Inc. v. Secretary, Florida Department of State
July 17, 2025415 So. 3d 180
Summary
The court affirmed the validity of Florida’s 2022 congressional redistricting plan. It held that the prior North Florida district was protected under the Florida Constitution’s Non-Diminishment Clause, but the plaintiffs failed to prove that their proposed replacement could comply with both that clause and the federal Equal Protection Clause. Because the proposed replacement subordinated race-neutral districting principles to racial considerations and was not shown to satisfy strict scrutiny, the plaintiffs did not establish that the enacted plan was invalid.
