Summary

The Supreme Court of Florida amended Florida Rule of Judicial Administration 2.140 to allow rules committees to submit proposed rule changes whenever they determine changes are needed, rather than on a fixed staggered schedule. The Court also eliminated the separate nonemergency out-of-cycle procedure, revised the fast-track process, and clarified procedures for emergency amendments adopted on the Court’s own motion. The amendments became effective June 1, 2020, subject to a post-adoption period for public comments.
