Summary
The court adopted most of the proposed regular-cycle amendments to the Florida Rules of Criminal Procedure, with modifications, while rejecting the proposed amendment concerning plea-credit advisements and withdrawing the proposed amendment concerning appointed counsel. The amendments address first appearances, pretrial release, electronic appearances, speedy trial, incompetency dispositions, discovery, sentencing, post-trial procedures, expungement, and standardized forms, and generally become effective January 1, 2019. The court also modified the first-appearance video procedure to require individualized judicial confirmation that each defendant had an opportunity to view and understand the advisement.
