Summary
The court reversed the circuit court’s judgment striking Amendment 6 from the ballot and vacated the injunction against placing it on the ballot. Applying de novo review and a deferential clarity standard, the court held that the ballot title and summary reasonably informed voters of the amendment’s chief purposes and did not clearly and conclusively mislead them. The court also held that Constitutional Revision Commission proposals are not subject to a single-subject requirement.
