Summary
The court affirmed the denial of Hannon’s third and fourth successive postconviction motions and denied his requests to stay execution. It held that Hannon presented no basis to revisit the approved lethal-injection protocol, invalidate the Governor’s warrant authority, overcome procedural bars to his proportionality claim, obtain the requested public records, or receive relief under Hurst. The court also concluded that Hannon had not presented an independent Caldwell claim for review. Justice Pariente, dissenting, would have applied Hurst retroactively and granted relief based on the unpresented mitigation evidence and alleged Caldwell error.
