Summary

The court adopted most proposed amendments to the bar-admission rules, modified the rule governing disbarred or disciplined applicants, declined to adopt the proposed convicted-felon rule, and made the amendments effective immediately. The amended rules establish eligibility conditions for readmission, restitution and disciplinary-cost requirements, permanent disqualification for extremely grievous misconduct, and distinct consequences for educational ineligibility, dishonesty, and examination misconduct. Justice Lewis, joined by Justice Polston, concurred in part and dissented in part, objecting that the exceptional-circumstances exception to full restitution and cost payment was standardless.
