Summary

The Supreme Court affirmed the Family Court’s termination of Mother’s parental rights after concluding that the statutory ground based on her prior involuntary terminations was established by clear and convincing evidence and that termination served the Child’s best interests. The Court also held that Mother waived her challenge to the initial emergency custody by stipulating in the dependency-and-neglect proceedings that the Child lacked safe and appropriate housing. The Court agreed that the appeal was wholly without merit and approved counsel’s request to withdraw as moot.
