Summary

The Supreme Court affirmed the denial of Cephas’s postconviction-relief motion after independently reviewing the record under the withdrawal procedure. It held that none of Cephas’s ineffective-assistance claims established deficient performance and prejudice, and that his unpreserved prosecutorial-misconduct arguments did not satisfy plain-error review. The Court also found the appeal wholly without merit and granted counsel’s motion to withdraw as moot.
