Summary

The Supreme Court of Delaware dismissed Biggins's appeal from the Superior Court's summary dismissal of another successive postconviction-relief motion. Because Biggins was subject to a prior filing injunction and did not make, or establish that he could truthfully make, the required statutory certifications, the Court denied his motion to expand the record and dismissed the appeal.
