Summary
The Court affirmed the denial of McCove's request to suspend or modify his sentence. It held that only the State may seek suspension under the substantial-assistance statute and that McCove's filing was properly treated as an untimely sentence-modification motion under Rule 35(b), for which he failed to establish extraordinary circumstances.
