The Supreme Court of Delaware affirmed the denial of Windsor’s second motion for postconviction relief. It held that Windsor could not invoke the exceptions for repetitive motions because he was not convicted after trial, and that his claims concerning withdrawal of his plea and double jeopardy had already been adjudicated. The Court therefore affirmed the Superior Court’s application of the procedural bars.
